You don't know where that resume sample's been. Yes, I know. I sound like I'm channeling a mother scolding a child to take that stick (or pencil, or shoe, or toilet plunger) out of his mouth. But sometimes, mothers know best. In the case of the free resume samples you might uncover on the internet, there's no telling how many times that text has been copied and pasted onto documents. In other words, you don't know where it's been. If a hiring manager has seen the exact same objective and summary language on six resumes that have come across his desk that morning, how do you think he'll react when he sees your document duplicating the same text all over again? Not favorably, I suspect.
The objective statement indicates what job(s) or position(s) the applicant is interested in. This is very important because hiring managers usually need to place a lot of people in more than one job category. The last thing you want to happen is for your application to be drafted in the wrong job slot. The achievements portion of the cover letter is also a summary of the achievements already listed in the resume. A bulleted list of four most significant achievements/accomplishments is a safe inclusion in any cover letter. Make sure that your closing statement ends in a positive note. It's supposed to express you heartfelt hopes of being part of the company you're pursuing.
All that person is thinking about is the risk attached to you: is it more of a risk to let you work for a competitor, or is it more of a risk to have you working for them? Your resume will lead them towards one of those conclusions. But when we talk about 'functional resume samples', many people make the mistake of thinking that their resume must be objective, direct, businesslike, and devoid of personality. Nothing could be further from the truth. We call it a 'functional resume' because it performs its function, ie it gets them ringing you and wanting you to come in for interview. In fact, the image we often have of the word 'functional', in other words objective, logical, 'left-brained' is precisely the sort of resume that usually gets a big yawn and then gets trashed.
